Ian,
Not sure what you are doing but the stock BBB simpleusb will work just fine with that radio. Use the carrierfrom=usb or usbinvert. Not sure which is proper for that radio. Connect the radio COS to pin 8 on the URI or whatever pin is cos on the FOB you are using. Use simpleusb-tune-menu to set levels.
The only things you need to change are the carrierfrom=usb or usbinvert and the rxboost if you need more or less level. ctcssfrom should be set to none or off. plfilter=yes
You are making it much more complicated using usbradio. There is no need to do PL decode in SW, do it in the radio.
