[arm-allstar] Receive PL control with simpleusb

I've looked all over and can't find the method to enable the need for Rx PL
when using simpleusb.  There is a diode labeled for that function in the fob
mod instructions and opening or grounding it does nothing.  All I can
presume is Rx PL defaults to off and COR to on.  While I'm asking, is there
a way to disable the COR requirement?  This is useful if you just want to
run PL squelch control only.
