In simpleusb.conf or usbradio.conf

gpio1=out1 ; default pin to an output and set it high

A CLI like so will set it low:
asterisk -rx "rpt cmd <your node> cop 61 GPIO1=0"

or as a rpt function

1234 = cop,61,GPIO1=0     ; Set GPIO 1 low

There is some documentation here http://docs.allstarlink.org/drupal/node/105
