[arm-allstar] voice announcement whiling using cop commands

Hi Sione

what you did will only eliminate the local announcements only on your 
local server or servers only.
the remote nodes will still do announcements using there own local
sound files. you can not get rid of that. allstar sends the announcement 
stuff out of band to
the remote system whether you want it to or not.

the only way to not send the announcements to the remote system
would be to drop any and all external links before you send any cop 
commands.

that was done that way by its very design and it is set that way in 
app_rpt inside of asterisk that
is used for allstar.

i have to do the same thing if i want to issue a local cop command.
