[arm-allstar] New how-to on setting up a node

I have updated the old configuration how-to at hamvoip.org and renamed it -

How-to setup your BBB or RPi2 node

It should now more closely describe the current setup procedure on both the RPi2 and BBB. It also includes a description of the simpleusb commands including the new commands on the RPi2.

There is also a procedure for installing a second radio node on the RPi2.

Be sure to reload web pages to make sure you have the latest and not a cached copy.
