[arm-allstar] CW ID

This is what I was thinking. If connected Allstar node to Allstar node 
then CW ids are sent over the link. So connecting to 27339 on the East 
Coast Reflector should not have been a problem. That Allstar node is 
bridged at the reflector by the folks that own it.

Having said that if you want to turn off all ids, set duplex=0 in 
Rpt.conf. That kills all telemetry. And if connecting to a harwarwe 
controller you can use the linktolink= yes for a full duplex no tail/ no 
telemetry mode.
