[arm-allstar] Proxy & Echolink Connection Failed

I'm currently using a proxy server setup for mobile node 2186. Echolink
worked well through an open-port VPN, but with the proxy, I'm back to the
same "sometimes it works, sometimes it won't" scenario that I had before
the VPN. Allstar connections work fine.

I have added the appropriate information to the config files. My node is
registering with Allstar. The Echolink node is registering with Echolink.
The Echolink node files appear to be downloading properly (CLI output).
Yesterday, I could connect to the Echolink Test Server and to other
Echolink nodes. Other Echolink nodes were able to connect to my node. Today
- 'Connection Failed' on all Echolink attempts.

Troubleshooting suggestions greatly appreciated.
