[arm-allstar] DRA818V VHF Band Voice Transceiver Module

Adding thanks and encouragement!
I have some of these modules and working a low power uhf repeater.

Would be awesome to have a USB-Radio board for allstar.
USB audio interface and UHF radio all on one board.
