[arm-allstar] iLBC add-on howto now on web page

I wrote a howto and included Dave, KB4FXC's patches about how to add the iLBC codec to the Acid release. This is NOT for the BBB which already includes it but rather how to add it to an existing centos PC installation. This will allow iLBC connects between PC versions and your BBB. The link is located in the "How To" section of the web page towards the bottom.
