[arm-allstar] power up

I've found using the little Chinese DC/DC converter with a gelled Lead
acid battery and a clean trickle charger works great. I'm on an island
with a lot of solar panels on the system and we get jerked all over the
map on voltage and frequency. (I work in the power plant and see every
bump) and all mine except one that is on a UPS runs 24/7/365 without a
burp. Battery on the way to replace the UPS.
