[Arm-allstar-irlp] Brand new with Allstar Host name does not resolve outgoing ports not forwarded

I am using https://hamvoip.org/RPi2/RPi2-3_V1.5rc50_Allstar.img.xz <https://hamvoip.org/RPi2/RPi2-3_V1.5rc50_Allstar.img.xz>
Downloaded from the Ham VOIP website. Still unable to get IRLP to work. The problem is in the PGP. I have used WSCP to transfer the searing.pgp file to the .pgp folder which does not list with the ls command and pop command does not work so there is something wrong with my set top but do not know where to look? The old raspberry pi computer works just fine with the IRLP board. I am using a brand new 3b+ raspberry pi for the Allstar set up
