[Arm-allstar-irlp] IRLP Connection but no transmit

One of our users reports being able to connect but not able to transmit.
Looks like some sort of software issue.  I can see them connect and
disconnect in the IRLP log, but in the Allstar log I see a long sequence of
these errors from the time they connect to when they disconnect.

from 97.113.11.41 while busy

...

What does this mean?  Is the chan_irlp.c source available for reference?
I will reset the server later and see if the problem persists.
