Did you set the levels in simpleusb-tune-menu? It would be the RX level, selection 2, the level that the radius RX hears you transmitting. It also has to assert the COS line for anyone to hear you. Make sure you have a COS signal when you transmit out of the Radius to pin 8 of the URI.
