Other than ping to test for packet loss, I have relied on speedtest.net to provide a gauge of my Internet service. The speedtest web site has a link to Pingtest. Neither my Verizon hotspot account nor my AT&T (iphone tether) data account pass pingtest. No router - computer to hotspot. I'm using a Java-capable browser on a MacBook Pro. Could someone else give this site a try from a hotspot to see if it provides an accurate picture of packet loss? What other tools are in the networking toolbox to keep an eye on general throughput and quality?
