[arm-allstar] SkywarnPlus install notes

Hi All. I just completed two installs on HamVoIP nodes. One works, one
doesn't, The nodes are virtually identical. Here are the two different
results when trying --inject to test. the first one plays the test as
expected, the second one does nothing.

what did I miss/do wrong on the one that won't inject.
