[arm-allstar] disable COS when keyed toward node

I would add a single port relay so that the relay is controlled by the ptt
line going to the kenwood
when the kenwood is in ptt mode the relay is energized and i would put
the kenwood cos line through the relay common and nc points
when the kenwood is transmitting the relay is energized and the cos line is
open
