[arm-allstar] URI Issues on 2 node server

I am having a bit of trouble with one of the radio interfaces on a rpi 4
server with 2 nodes.

This is a new build with 2 RA-42s.  What is happening is both nodes can
receive audio from our repeaters fine at all times.  Only one of the nodes
will transmit audio to the repeater.  What node transmits all depends on
which USB URI is plugged in last.  Both will always receive and will PTT
correctly on each node.  But only one will transmit audio.

If I restart astrix or start the server it always defaults to my second
node.  If I unplug and plug the first nodes URI back in, it will transmit
audio correctly but the second node stops transmitting.

It's quite strange.

Any suggestions?
