[arm-allstar] Weather.sh

I pushed a patched weather.sh out overnight which will show "No Report" if 
the Accuweather data is bad.  This is a stop-gap measure.

With thorough testing of the current conditions data pulled from US
NOAA/NWS, I keep finding additional hurdles that I'm still working
through; I'm about 95% of the way to a robust solution right now.
