[arm-allstar] Announce when Internet is lost

Hi Loyd, well i figured out how to play something if the internet is lost
on your repeater node.
use the Internet Lost announcement doc to setup having the offline.ul
placed in the
announcements folder. make the offline.ul audio something you would like
because
it will play everytime you unkey the repeater if the internet is lost.
you can edit the rpt.conf  file down in the
 tailmessagelist=/tmp/AUTOSKY/WXA/wx-tail,/etc/asterisk/local/announcements/offline
by just removing the /offline and it won't be played every 3 minutes when
the repeater is active
if you don't want both unkey and tailmessage.
part of the Internet Lost announcement was i added in the rpt.conf
[functions40039]
BAD=localplay,/etc/asterisk/local/announcements/offline
so i could dtmf command when on the repeater so i didn't have to wait the 3
minutes
to know if the internet was lost. I have attached both documents.

then edit the rpt.conf file and add events=events40039 ; replace with your
node
and then down just before [wait-times40039]  ;40039 is my node, look for
your node
[events40039] ;replace 40039 with your node

COS = v|e|${RPT_RXKEYED}
*BAD = f|t|COS ;replace *BAD with your dtmf command you want to play
