[arm-allstar] Echolink command to turn off and on

ok that looks good, but i am not a linux guru, been trying but still need
help.
so how do i write the two scripts, i can then put them in rpt.conf for dtmf
commands
and in control for supermon.
but i need the actual bash scripts
