[arm-allstar] DTMF interdigit timeout

I've got a FT-4 HT Yaesu and the only way to do DTMF tones is to store them
in a memory. Odd # is to connect and even # 's are disconnect. I'm
almost sure you could do something similar. This way all he'd have to do is
key up and push the right #. .
