[arm-allstar] DTMF interdigit timeout

Blind ham here.
What radio is your friend using?
If it takes them that long to enter digits, maybe using DTMF contacts
would be a better idea, since all that time dialing digits slowly will
hold up simplex node users if connected to a node when those digits are
dialed, and they'll be more likely to get a successful command
completion event with an autodialer.
I am unaware of any way to adjust the timeout, by the way.
