David,

I am using the 3amp wall wart. Same as supplied with the Shari kits.
I replaced the RPi4 with another RPi 4. In fact just swapped the sd card 
into the
replacement and it booted up just fine.
A check of the log reveals nothing about overloaded usb-ports.
This is the second RPi4 that I have had problems with the usb-ports.
The first one was an 8gb Pi4. The usb-ports quit working altogether.
I had a keyboard and mouse pugged in.
