[arm-allstar] Monitor Several Nodes without becoming a large node

I do this almost all the time using "Local Monitor" connections. On
Hamvoip, I believe that's "ilink,18" or *78<node>.   I'm monitoring about 5
or 6 nodes on a ClearNode right now.  One must be very careful not to
accidentally connect using transceive or monitor mode, as those connections
will transmit to each other, or hear the "monitored" connections.

Be aware that some Allstar nodes will assume you have cross connected
multiple networks based on the bubble chart, and may block you. Allstar
bubble charts and similar listings do not indicate (accurately) "local
monitor" versus monitor or transceive connections. Disabling statpost
updates in rpt.conf may help avoid this issue.

One might ask, for what purpose would someone do this?  I must be able to
monitor multiple weather spotter networks, without cross connecting them.
theLinkbox/theBridge software provides a better method for EchoLInk and
IRLP using monitor and mute features. Allstar doesn't have both those
features, but "local monitor" is almost good enough, if I'm careful.
