[arm-allstar] CM108 transmit loop

I've got my allstar node setup and working fine but when I switch my radio
to 144.390 which is the national APRS frequency. I hear what sounds like a
squelch tail loop. Node radio is off. nothing heard on node frequency. Goes
away when cm108 fob is unplugged.
