It isn't necessary to restart Asterisk after making changes to rpt.conf, 
such as adding private node definitions. From bash, you can just do

asterisk -rx "rpt reload"

to reload only the app.rpt stuff, or

asterisk -rx "reload"

to reload dialplan, iax, rpt, etc. without restarting Asterisk itself.

If you are in the Asterisk CLI, then just reload or rpt reload will do.

If you are changing channel drivers in app.rpt for a node, then, yes, 
you definitely need to restart Asterisk for that, but you don't actually 
need to restart for many things.
