[arm-allstar] Broadcastify using Darkice

Hi John,

I maintain the Broadcastify audio feed for the East Coast Reflector.  The
installation is on an RPi4B, using the hamvoip-ezstream packaged software.  
This combo has run for about 3 years now as reliably as clockwork.  I do
have to manually restart ezstream is after node restarts, but that's it,
no other issues.

I'm running a somewhat modified config from that in How-To, it has evolved 
a little.  I can post this info, if desired?   Most of this has been 
posted before.
