[arm-allstar] Echoing blacklist

HamVoIP supports a permit and deny access control list for echolink.
The parameters are added in the /etc/asterisk/echolink.conf file, node 
stanza.

The chan_echolink permit/deny lists allow wildcards.

So, for an example, node ab4xyy-l and ab3xyz-r are problem nodes.  And,
you only want to all -r and -l nodes:

deny=ab4xyy-l,ab3xyz-r
permit=*-l,*-r


Note that these lists aren't as flexible as sometimes desired, they are
hard-coded in the deny then permit priority ordering.  We've considered
changing these rules to something more flexible.
