[arm-allstar] echolink issues

After a little more experimentation, I found that I don't have to reboot
the Pi to get Echolink temporarily working. While 'RESTART' doesn't doesn't
work, I can use AST STOP, wait a few seconds, and then use AST START. I
think this tells me that it's not a problem with the Pi itself...
