[arm-allstar] the state of multiple fobs on Raspberry Pi 4

BTW, more info about older RPi4B boards.  This week I needed to setup a
temporary RAID1 array, using two 4TB SSD drives.  I attached these drives
to a rev 1.1 RPi4B using USB3 to SATA cables and immediately encountered
this same "multiple device" hardware bug.  Trying to work around this, I
pulled an Amazon USB3 4-port hub off the shelf and plugged both drives
into the hub and the hub into the RPi4B.  This works fine!!  Note that I'm 
not supplying external power to the hub, either, even though this model 
supports external power.  Here is the hub I'm using:

I'm powering the RPi4B, with all the accessories attached (USB3 hub and
two Samsung 870 4TB SSD, connected by USB3/SATA), using a 5V3A DC-DC
converter.  I did place a heatsink on the DC-DC board.  It's completely 
stable, so far!  (Performing a RAID re-sync right now).
