Looks like the Kernal is different
Hamvoip Firmware is the same
Hamvoip Allstar Version is the same
Different Linux Kernal Version is 4.19.65-1 ARCH (9Builduser at leming)
gcc version 8.3.0 (GCC)) #1 SMP PREEMPT Fri Aug 9 23:29:04 UTC 2019

For the image that won't boot, my guess is that it pre-dates the RPi4B14
release channel, which was launched in about October, 2020. Check the
output of admin menu option #10. The latest version should show these
numbers:

RPi2-3-4 Version 1.7-01 Allstar - May 15, 2022 - K4FXC
---HamVoIP AllStar Version---

If the linux kernel version is older (e.g.: 4.19.65), you're running the
previous release, which can be updated, but requires another step.
