[arm-allstar] Update 1.7-01

Hi Jim,

I've got a new, complete firmware image, at this point.  While I'm still
calling it "beta test," I believe it's ready to go.  The image should boot
all supported platforms, from the RPiZ2W to the RPi4B v1.5.

I know someone with the problem, but since they can't boot it up, they
can't do the get updates to download the fix
