[arm-allstar] Moving Hamvoip Allstar from Pi 3 to 4B

Depends on if your current micro SD card is the latest up to date 
version. Barring that you have the newest board revision version 1.5 
then it should work. If you do have the latest board, then see my 
previous message on how to get it up and running. It's not how much RAM 
is on the board, it is the board version itself.
