[arm-allstar] Start4.elf: is not compatible

Good evening,

I have a Raspberry Pi 4 Model B - 1GB and I keep getting the "start4.elf:
is not compatible. This board requires newer software." I followed the
instructions/update on [arm-allstar] Updated Raspberry Pi4B for version 1.4
boards and I am still unable to get it to work using
RPi2-3-4_V1.6-14_Allstar.img. I was able to get a RPi OS running on the
board so I know that works. Any help would be greatly appreciated, please.
