[arm-allstar] HamVoIP and WPA3

HamVoIP doesn't currently support WPA3 WiFi authentication/encryption.  As 
far as I know, WPA3 isn't mainstream in any OS release for RPi hardware. I 
believe this is a limitation in the Broadcom WiFi drivers, as well as 
needing a new version of the wpa_supplicant software.
