[arm-allstar] Pi gpio

We are using many of the GPIO pins in our HamVOIP Allstar based DR-1X
repeater controller we call MABEL. You can look and see what we did at
www.customcomms.net.
While no Raspberry Pi GPIO pins are normally used for digital I/O in the
HamVoip release, there are two scripts that I can think of that do use
them.
1) The /usr/local/sbin/shutdown_monitor.sh script uses the RPI GPIO
connectors pin 11 and pin 13. This only occurs if SHUTDOWN_MONITOR is
enabled in /usr/local/etc/allstar.env.
2) The /usr/local/sbin/SA818-prog script uses the RPI GPIO connectors
pin 8 and pin 10 to program the SA818 RF module on a SHARI PiHat. This
only occurs if you modify the /boot/cmdline.txt and /boot/config.txt
files per the SHARI PiHat setup instructions.
