[arm-allstar] ARN/ARRL News scripts

Hi Jack,

Your local CW ID from the Shari doesn't go across the Echolink
connection and this is typical operation.

The remote repeater should identify itself at least every 10 minutes, so
from an FCC perspective, that is fine.

As for playing ARN or ARRL news, the repeater and Shari should continue to
identify at the proper 10 minute intervals. Since this news audio is
being sent across the Internet and not RF, realistically speaking, there
is no need for further identification. Allowing (or disallowing) this
activity falls under the Trustee's responsibility to maintain proper
repeater operation.
