[arm-allstar] configuring multiple static IPs on HamVoIP

So, this turned out to be pretty easy.

$ ip address add 192.168.1.234/24 broadcast + dev eth0

Now my eth0 has two IP addresses.

I just need to make sure IAX and TLB are only bound to a single IP, and 
TBD is bound to the other one.
