[arm-allstar] detect if Allstar is not running

If I use the AST STOP button, the spinner does stop on that page for a few
seconds.
But eventually, the node info box says 'Could not connect to Asterisk
Manager.' and the spinner starts again.

Now that I think about it though, it doesn't really matter since the html
itself doesn't change.
