Is it definitely Asterisk dropping packets (I assume you're running 
HamVoIP, not ASL) and not, say, a WiFi related issue?

I've played around with HamVoIP on a Pi Zero 2 W, and didn't find it to 
be any worse than using a Pi 3 on WiFi, which is essentially what is 
going on.

I did enable turbo, but didn't really notice any difference with or 
without. It was perfectly fine and stable on my network using Ubiquiti 
access points and router.

I haven't tried running DVSwitch on it, other than just to verify that 
everything loaded, and definitely wouldn't be able to do D-STAR without 
using a remote AMBE server, given there is only one USB port, which is 
taken up by the radio, without using a USB hub, defeating the purpose of 
such a small board, in my opinion.

You can use D-STAR without a vocoder dongle, but... just don't. The 
results are terrible.
