[arm-allstar] connections dropping

I am really at a loss here. I have installed the latest HamVOIP image, but
our problem continues.

Most Echolink connections into our node drop after 2-3 minutes, with an
'rtcp timeout'. IaxRpt clients drop too, although this isn't a big deal for
us right now. Allstar clients do not, and some Echolink connections do not.

>From what I understand, the rtcp timeout is like a heartbeat signal, after
so many are missed, the connection is dropped by the server. I could
increase the setting, but that might be addressing the sysmptom and not the
problem. I'm confused as to why some drop and some don't. This happens on
both the Windows Echolink app and the phone app. I'm using the Android one,
but it happens to those with the iOS version too. It doesn't seem to matter
which Network Connection is selected in the phone app.
