[arm-allstar] Dual Repeater Setup

EchoLink is 7 digits using allstar to connect. 
My EchoLink node is 252021 
Any EchoLink node requires a 3 ahead of the node. so in order to connect  the command would  be. *33252021
If an EchoLink node is less than 6 digits you need to add zeros to end up with 7 digit node.  Example EchoLink node 1234. The command would be *33001234
I just finished an allstar node setup and it works great. Allstar node 505931
Connects fine to allstar node 505930
I issue *3505930 from  allstar node 505931
