[arm-allstar] dtmf audio level

Don,

Most Controllers mute DTMF tones unless it is set  up not to..  Are you sure
this is not the case?  Just throwing that out there..

Oh, and we are using an external multi-port repeater controller to connect
the node to our repeaters. I can adjust the audio in & out on that, but it
doesn't distinguish between dtmf & voice. It's all just audio.
