Can you connect a KVM -(Keybord-Video-Mouse) to the Raspberry Pi.
Go to menu #9 Start Bash shell interface.
At your terminal prompt enter:  ping 8.8.8.8 ;that will tell you if you can ping google.
At your terminal prompt enter: ifconfig ; my example below:

The second line says my IP address for wireless is 192.168.12.184....The third is MAC address.
and of course there is the RX and TX stats...
Some cell phones even though they have setup configurations for hotspots, it's not part of your plan.or you are only allowed so much hotspot data from your total monthly data use..Some "cell phone" Hot spots, are designed to use a USB cable to tether the "cellular phone" to a PC...
or it's an option in the hotspot settings..
Finally Go to menu #7- Configure Wifi Interface Network click on itClick on: Control /Status of Wireless Interface
Check if Wireless is ENABLEDCheck Wireless Status....
Make sure if you attempt to connect you use the correct hotspot SSID and password found on your phone..
