[arm-allstar] Node in Repeat only mode on Cell phone Wifi

Hi,

My node works well on a wired network and finally have it showing up and online with WiFi.

I try to connect to another node and it does not connect.
A status query results in repeat only (obviously not connected)

What is the best way to deal with Cell phone based wireless network connections?
