Hi Chris,
Unfortunately no... Motorola programming software called "RSS" (Radio
Service Software) is proprietary and can only be purchased from Motorola.
There are many Hams who either work in commercial two-way or have.  You
just need to know who has access to the software.  Be very careful trying
to download it from a "questionable site".
