[arm-allstar] only allow connections from the United States

Hi:

I have set up a remote base in central North Carolina, so I can get back 
to local repeaters and simplex on VHF/UHF there. I don't quite have user 
controllable functions set up the way I like (still refining the 
interface and voice feedback).

However, due to the nature of this node, I'd like to limit direct 
connections to those IP addresses in the United States, since it isn't 
legal to use an agile remote like this if you are not licensed in the 
country in which the transceiver resides. I also realize that even if I 
don't accept direct connections outside the United States, this is 
pretty easy to get around using intermediate nodes. Same could easily 
happen with EchoLink, though.

I'm looking at a few different options. Just wondering if anyone here 
has done this in a practical way, and if so, what methods were used to 
accomplish this.
