[arm-allstar] USB radio - no repeat audio

Hi Lu,

No flames---chan_usbradio does work (with some "audio glitches") on
RPi3 or RPi4 hardware.  I'm not sure what's happening with your setup?  

...I just tested on an RPi3A radio-less node and chan_usbradio works okay
in duplex=2 for me, using these settings:
