[arm-allstar] Hamvoip 1.6-18 with Shari PIHat: need to update apache software: apt-get is not visible

I am using a Shari PIHat with Hamvoip Allstar image 1.6-18 for
Rasperberry PI.

It provides Apache version 2.4.18.

The latest version of Apache 2 seems to be 2.4.46.

And there are reports of security bugs in 2.4.22 and earlier.

So I would like to update my httpd software.

But there is no apt-get tool in the image.

So:

- how do I get the latest supported Apache software

or

- how do I provide access to apt-get so I can keep my system up to date
