[arm-allstar] Node 504870 & 504871

Got an interesting problem with 2 Nodes on the same server.  I'm using 2
ARA. Node 504870 is a radio node while 504871 is a radioless none.  504870
works normally but 504871 the HB Led stays green.  Both nodes are
registering but 504871 can't be DTMF and the start-up macro does not run?
I'm missing something but can't quite find the problem.  Suggestions are
appreciated.  Thanks Ron  WA2WWK
